Run a rules-only Permit Precheck
Rules-only precheck verifies project metadata and document inventory. It does not read plan contents.

What rules-only means
A rules-only precheck evaluates the project's metadata (address, jurisdiction, project type, work description, value) and the inventory of uploaded document categories. It flags missing fields, missing required documents, and obvious inconsistencies.
What it does not do
Rules-only mode does not parse plan sheets, run zoning lookups against an official GIS, or contact the jurisdiction. Reports created in this mode are labeled analysis_mode = rules_only.
When AI mode is enabled
If a document analysis backend is configured, the wizard offers an AI-assisted mode. PermitOS still presents results as decision support, not approval — humans always confirm.
Running a precheck
Open Permit Precheck → New, pick a project, confirm fields, upload anything missing, choose mode, and run. The report appears under Permit Precheck and on the project's Precheck tab.
